It is the responsibility of the Council on Postsecondary Education to "determine tuition and approve the minimum qualifications for admissions" at the state-supported postsecondary education institutions as designated by KRS 164.020 (8). Since the Council has determined that residents of Kentucky should pay lower tuition than non-residents, an administrative regulation was developed to assist in determining whether students are, in fact, residents of Kentucky. 13 KAR 2:045 -- Determination of residency status for admission and tuition purposes establishes the criteria and process for evaluating student requests that they be declared Kentucky residents. Once an initial classification of residency is made by the Office of Admissions, it is the student's responsibility to initiate an appeal of such classification. Request for reclassification must be filed with the Office of Admissions no later than 30 calendar days after the first full day of classes of the fall or spring academic term for which reclassification is sought or no later than 10 calendar days after the first day of class for the summer term. Requests for reclassification are to be made in affidavit form on the form available from the Office of Admissions. The form requires a signature and notarization; therefore, it must be printed for submission to the Office of Admissions. Click here to download the Residency Application form in PDF format.
