Ryan D. Green, executive director of budgeting and financial planning at Eastern Kentucky University, has been selected to participate in a Council of State Governments (CSG) work group related to electronic payments.

The group will update and expand a landmark study, published by the council in 2007, about the rise of e-payments to and from state entities.

The 2007 study remains one of the most comprehensive reports on the topic. The council work group will revise the report to look at both electronic payments to states as well as electronic payments from states to other entities and individuals. The 2007 report primarily documents the accelerated pace of states developing and implementing tools to move away from paper-check and cash-based forms of transactions toward credit-debit and Automated Clearing House (ACH) transactions.

Green joined the EKU leadership team in 2016 after serving as executive director for the Commonwealth’s Office of Budget and Administration in the Kentucky Education and Workforce Development Cabinet, where he oversaw daily accounting, purchasing, facility and property management and budgeting practices and assisted Cabinet agencies with their biennial operating and capital budget requests and budget implementation.

Founded in 1933, the Council of State Governments, headquartered in Lexington, is the nation’s only organization serving all three branches of state government. The region-based forum fosters the exchange the insights and ideas to help state officials shape public policy.
